Takes the view that Member States' integration policies and measures must not discriminate on the basis of qualifications and origin in relation to migrants' access to and integration in the host countries, and that they should thereby combat the distinction between EU citizens and third-country nationals and between migrants with or without a job offer; takes the view that they should also combat all forms of exploitation of illegal employment;
