Insists on the importance of providing for a sufficient ceiling of commitments under Heading 5 in order to ensure that Institutions and Agencies can perform and carry out their duties in the most efficient way; stresses that the successful implementation and monitoring of multiannual programmes and policies, for the benefit of the citizens of the Union and of Member States, requires highly qualified, multilingual and independent staff drawn from the widest possible geographical basis and fully committed to the values of the European project;
