Expresses its concern at the large number of countries (Belgium, France, Luxembourg, Malta, the Netherlands, Spain and the United Kingdom) which may have to revise their policies and tools to ensure they meet their 2020 objectives; notes that one Member State has already failed to achieve the 2013-2014 interim targets; regrets the fact that the achievement of the 2020 renewable energy targets is also not certain in the case of Hungary and Poland;
