Takes the view that a consistent EU foreign policy must give absolute priority to promoting democracy, which is to be included in all agreements of cooperation and strategic partnership between the EU and third countries, given that democratic society is the basis for upholding human rights; believes that the new institutional structure of the EU, and particularly the EEAS, offers an opportunity to enhance the EU’s coherence and effectiveness in this area;

Calls, in the context of the implementation of the Treaty of Lisbon, for the EU institutions to establish an interinstitutional cooperation mechanism on human rights defenders; understands that the creation of such a mechanism could be eased by the setting up of focal points and explicit guidelines for human rights defenders in all the EU institutions and organs, with such focal points working in and for development of closer cooperation with those responsible for human rights and democracy in EU missions and delegations; calls on the Commission to establish a mechanism to evaluate the effectiveness of the guidelines;

Recalls that to this day Russia has fulfilled only the first point of its Six- point ceasefire agreement with Georgia, that there are thousands of internally displaced people in Georgia and abuses of human rights take place daily in the occupied territories of South Abkhazia and Ossetia; calls on the EU to demonstrate a decisive and consequent engagement in promoting compliance by third countries of their agreements on human rights, including complete fulfilment of Six-point ceasefire agreement;
