2. Recalls that the CAP, in addition to its fundamental objectives, has a multifunctional role in delivering public goods, such as environmental protection, high-quality food production, high animal welfare standards, and in shaping and improving the diversity and quality of valued landscapes in the EU; points out that it also plays a key part in combating land abandonment, rural depopulation and the ageing of the rural population in the EU by providing appropriate funding for rural communities; notes the importance of innovation and sustainability within European agriculture and the important contribution it makes to achieving the objectives of the European Union;

6a. Emphasises that the European Court of Auditors and the competent national authorities must assess not only the legality but also the effectiveness of European expenditure, and the degree to which the measures concerned contribute to the achievement of environmental objectives;
