Observes that the former Financial Controller/Internal Auditor of the CoR, who blew the whistle in respect of widespread fraud and irregularities at the CoR in 2003, was invalided out by the CoR on 1 July 2007 and by letter dated 7 January 2009, the Commission has officially informed the former Financial Controller that it had decided under article 73 of the Staff Regulations that the illness which led to his being invalided out against his will was 'occupational' (work- related) and that there was a "direct and certain causal relationship with his professional activities at the CoR". In other words, he fell ill as a direct result of the CoR hierarchy’s 'acts of intimidation' and the 'individual…(and)…. institutional harassment' which OLAF so severely condemned in its report of 8 October 2003 on its investigations into the CoR;

Deplores the fact that the CoR has failed completely in all its statutory obligations to protect its former Financial Controller and that the CoR has chosen to simply ignore the demands made by Parliament in its Resolution of 29 January 2004 that its Financial Controller "should not suffer any adverse consequences as a result" of reporting the fraud and irregularities at the CoR and that its President "should ensure respect throughout the institution for the office and the person of the Internal Auditor" and therefore will only be in a position to grant discharge to the CoR's Secretary-General after the Committee has fully complied with these latest developments in line with the demands which Parliament made in its abovementioned Resolution;

2. The costs of healthcare provided in another Member State shall be reimbursed by the Member State of affiliation in accordance with the provisions of this Directive up to the level of costs that would have been assumed had the same or similar healthcare been provided in the Member State of affiliation, without exce. If the cost of the care provided ing the actual costs of healthcare received the Member State of affiliation is higher than in the other Member State, the Member State of affiliation shall pay the difference into a solidarity treatment fund in the other Member States. This solidarity treatment fund shall provide support to enable patients from the cheaper countries to obtain full cover for treatment in the more expensive countries.

Article 1
Subject matter and purpose 1. This Regulation lays down rules for the authorisation of plant protection products in commercial form and for their placing on the market, use and control within the Community. 2. This Regulation lays down both rules for the approval of active substances, safeners and synergists, which plant protection products contain or consist of, and rules for adjuvants and co-formulants. 3. Member States may not be prevented from applying the precautionary principle in restricting or prohibiting pesticides. 4. Member States may establish any pesticide-free zones they deem necessary in order to safeguard drinking water resources. Such pesticide-free zones may cover the entire Member State. 5. Member States may impose a ban on the use and marketing of EU-authorised pesticides where they are found in measurable quantities outside the root zone.
