Believes furthermore that, in the event of any future changes to the Treaties, consideration should be given as to how agencies can be anchored even more firmly in the Treaties, in particular in relation to Article 13 TEU and Articles 290 and 291 TFEUa clear definition of the various types of agencies, the powers that can be conferred upon them, and general principles guaranteeing their parliamentary scrutiny should be inserted in the Treaties;
