Notes that the Agreement is also in keeping with the spirit and principles expressed in the European Parliament recommendation of 15 November 2017 as regards making the ratification of a new agreement with Armenia or Azerbaijan conditional upon meaningful commitments to and substantial progress towards solving the Nagorno-Karabakh conflict; urges both sides to increase the pace and output of their negotiations following the 2018 elections in both countries in order to make history by ebetween the EU and each of the parties to the Nagorno-Karabakh conflict conditional upon binding a conflict which has claimed too many lives, especially those of civilians, and which has prevented the establishment of peace and hampered socio-economic development mmitments to and substantial progress towards solving the region for almost three decadesNagorno-Karabakh conflict;

9c. Calls on both parties to make a contribution to a peaceful resolution of the Nagorno-Karabakh conflict on the basis of the central principles of the Helsinki Final Act and, in so doing, to focus in particular on measures conducive to reducing the potential for conflict in the region, such as direct high- level talks, confidence-building measures with a long-term impact as a precondition for overcoming the prevailing deeply entrenched attitudes on both sides, the conclusion of a binding agreement by means of which both sides completely renounce violence, the introduction of an effective system for monitoring the ceasefire, measures to help the parties to the conflict disengage and disarm, mutual renunciation of any activity in the conflict region which would have a bearing on a final resolution of the conflict, prosecution of those manifestly responsible for war crimes, and exchanges between Armenian and Azeri civil society;

21. Regrets, howevNotes that Armenia is interested in closer, but more balanced economic integration with both the EU market and the Russian market, whilst being keen to avoid disputes stemming from the commitments it has already entered into vis-à-vis both parties; notes, further, that the Agreement therefore cannot include the removal of tariff barriers as a result of Armenia’s membership of the Eurasian Economic Union and the transfer of the relevant competence to the Eurasian Economic Commission; welcomes, nevertheless, the high utilisation rate of the EU Generalised System of Preferences (GSP+) by Armenia, but notes with some concern that these GSP+ exports are heavily concentrated in only a few types of goods;

Welcomes the emphasis placed, notably in Article 42, on nuclear safety on the basis of the standards and practices of the International Atomic Energy Agency (IAEA) and of the European Union; reiterates its gravreservations regarding the concerns about the safety ofgoing discrepancy between the updated safety standards applicable to the Medzamor nuclear plant, not least due to and the risks inherent in its location in a seismic area, and praises the negotiators for; welcomes the inclusion of specific cooperation on ‘the closure and safe decommissioning of Medzamor nuclear power plant and the early adoption of a road map or action plan to that effect, taking into consideration the need for its replacement with new capacityenergy output to be replaced in an environmentally friendly manner by new, renewable energy sources to ensure the energy security of the Republic of Armenia and conditions for sustainable development’;

Emphasises the importance of the provisions on dialogue and cooperation on employment policy, labour rights such as health and safety at work, gender equality and anti-discrimination in order to provide better jobs with improved working conditions, notably for young Armenians, and in this way contribute to the efforts to combat the high level of unemployment, in particular among young people, and the severe poverty which affects more than a third of Armenia’s population;
