(2a) Climate and environmental challenges are global in nature, and it is therefore essential that the EU ETS should take account of the provisions of the Paris Agreement (COP21) concerning the reduction of greenhouse gas emissions and the promotion of renewable energies and sustainable economies in developing countries.

(2b) Developing countries are the most vulnerable to the impact of climate change; the EU should step up its support for these countries in order to strengthen their ability to adapt and their resilience to climate change; policy coherence at EU level should be enhanced so that the EU ETS can provide an effective complement to development cooperation policy, particularly in the context of the 2030 Agenda for Sustainable Development and the fight against climate change.
