3a. When the time needed by the consultation foreseen by paragraph 2 (c) and the one month delay foreseen by paragraph 3 could cause irreversible damage to consumers, the competent authority may take action under this Article on a temporary basis not exceeding three months. In that case, at the same time it takes action, the competent authority informs all other authorities and ESMA.

Article 33 – paragraph 1
1. ESMA shall perform a facilitation and coordination role in relation to action taken by competent authorities under Article 32. In particular ESMA shall ensure that action taken by a competent authority is justified and proportionate and that where appropriate a consistent approach is taken by competent authorities.
