Is of the opinion that the gambling sector has been very much shaped by the Member States' different traditions and cultures and that gambling markets are very differently regulated, giving the subsidiarity principle a particularly important role in this sector; notes, nonetheless, that the Member States are obliged to abide by internal market rules, as is illustrated by the fact that infringement proceedings are in progress against seven Member States;
