Welcomes the renewed attendance by the EU Council at its sessions in 2011, and is satisfied that the High Representative has ensured that the establishment of the European External Action Service (EEAS) is leading to a clarification of the role of the EU Council; calls for a clearer delineation of responsibility between the EEAS and the Commission in terms of the implementation of the Cotonou Partnership Agreement;
