Welcomes the signing on December 2016 of the Political Dialogue and Cooperation Agreement between the EU and Cuba; stresses the importance of speeding up its implementation, which can have a positive impact on the overall EU- CELAC partnership, and insists on the need for tangible results in the human rights dialogue in particular through the recognition of rights for the opposition, the ratification of the Rome Statute and the end of the domination of political power over the judiciary;
