Regrets that macroeconomic conditionalities have been introduced in Cohesion Policy and provide for sanctioning Member States by suspending European funds; fears that such conditionality prevents banks from contributing to financial instrument, thus further depriving regions from their much-needed, long-term investment opportunities;

Calls on the European Commission and the Member States to speed up the promotion of the Banking Union, so that banks return to financing the real economy and facilitate private and public investment needs, taking into account the failure of many banks, recapitalized by public money, to afford financial assistance to SMEs and investments at regional and local level;
