Underlines the necessity of guaranteeing a long-term commitment through ambitious programming and stable financing from both the EU budget and the national budgets; calls on the Commission to carry out a detailed analysis of the effects of measures implemented in Member States, single out the most efficient solutions and based on that provide recommendations to Member States as to how to attain better results with a low level of investment.
