Urges both the Member States and the Commission to make significant progress in further simplification of EU funding by 2017 with regard to application, management and monitoring/control of projects, in particular by introducing an EU-wide public procurement procedure, complete e- cohesion, a single audit based on risk, the reduction of data and information requirements and the elimination of gold- plating through extensive regulatory optimisation;
