Emphasises the importance of Connecting Europe Facility (CEF) in reducing EU energy market fragmentation, enhancing Union's security of energy supply and providing significant socio-economic benefits by granting support to energy projects of common interest that otherwise are not commercially viable but are needed from security or solidarity perspective.
