Highlights that the Court of Justice of the European Union in its opinion of 14 February 2017 indicated that the EU has exclusive competence on the conclusion of the Marrakesh Treaty as the body of the obligations of the Marrakesh Treaty falls within an area that is already covered to a large extent by common EU rules;
