Argues that minimum income schemes are essential transitional instruments in reducing and fighting poverty, and they should be seen as a social investment; takes the view, however, that their use should not serve to establish a model disregarding the right to a job, thus devaluing it; takes the view that schemes of this kind should not be employed as a quick fix for the failure – stemming from the wrong policies and decisions – to create the jobs necessary for growth and employment;
