SRecognises that illicit trafficking in wildlife contributes to damage to ecosystems and rural livelihood, including those based on ecotourism, undermines good governance and the rule of law and, in some cases, threatens national stability; stresses the need to responsibly manage the risks associated with combating poaching, which is often perpetrated by heavily armed and well- organised criminal groups;
