(1) In Article 2(1), the following points (d) isand (e) are added: "(d) the abstention of the countries and territories referred to in Article 1 from engaging in serious and systematic violations of human rights, including core labour rights, fundamental principles of democracy and the rule of law."; (e) a commitment by the countries and territories referred to in Article 1, given the complex nature of their society, to guarantee and defend the political, social and economic rights of all ethnic communities and minorities.”
