J. whereas as of 1 February 2015 the following Board of Governors Member States have pledged and contributed to the EED: Belgium, Bulgaria, the Czech Republic, Denmark, Estonia, Germany, Hungary, Latvia, Lithuania, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Spain, Sweden and Switzerland, while the remaining 14 have not done so yet, which fails to send a positive political signal and could be interpreted as a de facto refusal by those 14 Member States to participate actively in the EDD’s work and as evidencing a lack of political support for its objectives and tasks;

Welcomes the EED grants offered to activists in some of the Southern Neighbourhood countries, since they demonstrate the added value of EED pro- democracy work in particularly hostile environments; calls for in-depth consideration and evaluation of all applications for EED financing in order to prevent the direct or roundabout financing of terrorist groups and individuals who could jeopardise the democratic process in the Southern Neighbourhood countries;
