Affirms that in comparison to girls, boys are almost twice as likely to leave school with low or no qualifications but that socio-economic background and status seem to be a stronger predictor of educational condition and achievement than gender alone., hence the need to focus on social and economic challenges in establishing high-quality educational opportunities for all;
