1. Underlines that systematic recourse to provenance research is needed to achieve a more transparent and responsible art market, and to discourage looting, and should therefore be actively promoted; points out that measures facilitating better and more effective provenance research, in particular with a simplification of Union legal measures in that regard, would generate additional added value in terms of reducing legal, administrative and procedural costs in restitution claims cases;

2. Is convinced that the absence or laxitydifferences of rules in certainsome Member States, when dealing with a cross-border issue, concerning provenance research and due diligence ismay fostering looting and smuggling and that as a result of the lack of common standards, the applicable law often remains unclear for museums, art dealers, collectors, tourists and travellercommon standards in this area may be highly beneficial to closing the loopholes for illegal activities; asks, therefore, the Commission to envisage harmonizing the rules on provenance research, and incorporating some basic principles of the 1995 UNIDROIT Convention on stolen or illegally exported cultural objects in a legislative act;

3. Notes that the growing public awareness with regard to art looted, particularly during World War II and to the importance of provenance research in general has led to the development of useful resources for establishing the ownership history of a work of art; urges the Commission to proceed to a thorough mapping of existing databases and to envisage the creation of a central meta-database that takes account of the available informationlready existing and available information, throughout Member States; notes however, that even on a meta-database level, there needs to be a clear distinction made between looted works of art and cultural goods and art looted between 1945 and 1993, as these represent special cases;

4. Considers that on the basis of such databases, which will enable and support proper provenance research, a common cataloguing system could be put in place which could use standardised object IDs; asks therefore the Commission to envisage introducing the object IDs as developed and promoted by ICOM and other organisation, suitable for all markets throughout the Union, encompassing information on the type of object, materials and techniques, measurements, inscriptions and markings, distinguishing features, the title, the subject, the data or period and the maker; encourages therefore the Commission to envisage introducing the object IDs as the market standard within the entire internal market;
