Reiterates the key role that EU urban areas have to play in the economic and social development of the EU by acting as hubs for various actors and sectors, combining the challenges and opportunities of smart, sustainable and inclusive growth, and by serving as frontrunners in the integrated and place-based policy approach; emphasises the importance of urban areas in catalysing human resources, infrastructure and investment potential for the development of innovation clusters;
