3. Emphasises that the EIB, as an institution through which the EU finances projects aimed at fulfilling EU policies, should contribute to economic, social and territorial cohesion; notices however that, according to the geographical breakdown of lending by country in which projects are located, five Member States received 54.11 % of the total loans granted in 2016; is concerned that investments through the European Fund for Strategic Investments are generally concentrated in certain more developed regions, and the lack of geographical distribution of investments is contributing to the growing development gap between regions;

4. Highlights that the EIB’s role in cohesion policy is increasing, especially due to the increased use of financial instruments; emphasises that the level of use of financial instruments is still very low and that Member States point to the complexity of the procedures as one of the reasons for that; calls on the EIB and Member States to identify ways of simplifying the procedures that hinder access to financing, and to ensure that information on financial instruments reaches beneficiaries;

5. Welcomes the fact that, in 2016, more than 50 % of the total approved loans were invested in the transport, energy, industry and water and waste management sectors, which indicates thematic concentration; notes that more than 25% of current investments through EFSI, totalling EUR 30 billion, target the energy and environment sectors; underlines that projects supporting the revitalisation of rural and other less populated, less accessible and underdeveloped areas should have priority in all sectors;
