Maintains that the citizens of the Union may feel confident about Union law and can benefit effectively from its correct application in the Member States only ifwhen Union law is established in full compliance with the principle of conferral andTreaties; recalls that the principles of conferral and subsidiarity and proportionality, asre set out in Article 5 of the Treaty on European Unionthe Treaties (article 5 TEU);

Recalls that it is important for both the Member States and the Commission to respect their own roles and responsibilities, the former with regard to the timely and accurate transposition of directives and the proper application of EU law, and the latter with regard to the efficient monitoring of the applicationand enforcement of EU law;

Reiterates the provision in the recently adopted IIA on Better Law- Making that calls on Member States when transposing EU directives into national law where they choose to add elements that are in no way related to that Union legislation to make these additions identifiable either through the transposing act or through associated documents;
