5a. Welcomes the fact that the Commission’s impact assessments attempt to cover a wide and comprehensive range of potential impacts to the Single Market; believes however that the system could still be strengthened by improving its transparency and accountability with the European Parliament;

Considers that the Commission should further use ex-ante evaluation and provisional impact assessments accompanying the communications and strategies in the legislative process, in order to provide detailed and preliminary analysis of their consequences for the functioning of the Single Market, thus forming an intelligible and consistent process for stimulating growth and competitiveness in the EU;
