Stresses the important role of NGOs and civil societycivil protections departments, trade associations and stakeholders in supplying field data to the local and national authorities; highlights, therefore, that effective cooperation with NGOrelevant organisations can also enhance the quality of applications; calls on the Member States to develop effective coordination mechanisms to make full use of these contribution of NGOs;
