Recalls that Parliament must give its consent to the MFF; reiterates its demand for a mechanism to protect the Union's budget in case of generalised deficiencies as regards the rule of law in the Member States and stands ready not to give its consent on the MFF should there not be a political agreement on such a mechanism;
