Stresses that media service providers must ensure, in line with Article 7 of the Directive that audiovisual services fulfil all accessibility requirements as set out in Directive (EU) 2019/882, that audiovisual services are continuously and progressively made more accessible to people with disabilities; is concerned that, due to delays in transposition, Member States will not address the needs of people with disabilities;

Recalls the Directive’s key provisions to protect minors, including those on commercial communications; urgesespecially the prohibition to process data of minors for commercial communications and product placement, such as direct marketing, profiling and behaviourally targeted advertising, and strengthening control and regulation on content likely to harm the physical, mental or moral development of minors; urges Member States to strictly and swiftly implement these provisions and calls on the Commission to secure thea strict implementation and proper enforcement of these rules;

Highlights the importance of a well functioning internal media market with a high level of consumer protection; underlines that the proposed European media freedom act aims to further enhance cooperation between the national regulators by establishing a European media board; stresses that independence and adequate resources must be guaranteed in order to fulfil these new responsibilities; insists on the importance of avoiding overlaps between the two instruments in order to preserve their effectiveness.;

14 a. Calls on Member States to better protect the European model of author’s rights against practices, such as work-for- hire contracts and buy-out contracts, where the intellectual property rights of creators are waived in full or in part; stresses that, in order to be considered an European work pursuant to Article 13(7) of the Directive, the law governing the contract must be that of the European Union or of one of its Member States; suggests that this latter requirement also applies to the eligibility criteria to benefit from funding under the Creative Europe Media programme;

Urges the Commission to issue in good timewithout undue delay the guidelines required under Article 33a(3) on the scope of the Member States’ reports on the implementation of the measures for the development of media literacy skills, so thatas is it referred in Recital 59 of the AVMSD, in order to ensure a more effective and unified implementation and control of the AVMSD among all the State Members, so that the implementation of the directive and the timely submission of thesecontrol reports is not further delayed;
