(2 a) Considering the context of war and the humanitarian crisis Ukraine is facing, the MoU shall not include any policy condition focusing on the stabilization of public finances or requiring the implementation of structural economic reforms such as privatization of public companies. Such conditions would hinder provision and access to essential services and therefore be highly detrimental to the population and the resilience of the Ukrainian state.
