Calls on the Commission and the Member States to promote ‘low-emission zones’ in urban areas, particularly in the densest urban areas, in order to promote cleaner mobility and contribute to the transition towards ending the sale of new combustion-engine vehicles in the EU by 2035; stresses that these ‘low-emission zones’ must be introduced gradually, take account of the needs of all users and not lead to the exclusion from urban centres of the most socially vulnerable users;
