Calls on the Commission to step up its efforts to make more small and medium-sized enterprises (SMEs) fit for the circular economy, by supporting them through adequate incentive schemes and financing tools, capacity building and technical assistance, as well as by reducing their administrative and legal burdens; highlights the need for a dedicated SME impact assessment whilst introducing regulations and directives associated with the Circular Economy;

Highlights that, when establishing the Circular Economy Action Plan, it is imperative that the European Commission creates incentives for producers and consumers that include, among others, tax breaks as well as financial support schemes covering the costs of changes in manufacturing processes and technological developments; stresses the importance of wide access to competence centres, where entrepreneurs will be able to learn the basic and more advanced forms of the broadly understood ecodesign;
