Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψήφισε το κατάπτυστο κοινό ψήφισμα που προκλητικά ψήφισαν οι ευρωβουλευτές της ΝΔ, του ΣΥΡΙΖΑ, του ΠΑΣΟΚ και της Ελληνικής Λύσης και δηλώνει κυνική στήριξη στο κατοχικό κράτος του Ισραήλ. Υιοθετώντας χυδαία Ισραηλινή προπαγάνδα βάζει στη θέση του κατηγορούμενου τον παλαιστινιακό λαό, την αντίστασή του ενάντια στην Ισραηλινή κατοχή. Επικαλείται «δικαίωμα αυτοάμυνας» του Ισραήλ, δηλαδή να έχει «το ελεύθερο» να σφαγιάζει Παλαιστίνιους, να βομβαρδίζει για τη διαιώνιση και επέκταση της κατοχής, που το ψήφισμα προκλητικά αποσιωπά.Το Ευρωπαϊκό Κοινοβούλιο επιχειρεί την αθώωση της Ισραηλινής θηριωδίας του βομβαρδισμού του νοσοκομείου Αλ Άχλι με θύματα παιδιά και αμάχους, ζητώντας μάλιστα «διεθνή έρευνα για να εντοπιστούν οι υπαίτιοι».Την ίδια στιγμή που το Ισραήλ μετέτρεψε τη Γάζα σε κόλαση, ζητάει ουσιαστικά την περικοπή των ανεπαρκέστατων ενωσιακών κονδυλίων προς την Παλαιστίνη. Απαιτεί δε λογοκρισία στα μέσα κοινωνικής δικτύωσης για να φιμωθεί η αλήθεια του παλαιστινιακού λαού.Η ΕΕ, οι κυβερνήσεις και τα αστικά κόμματα διάλεξαν πλευρά, την ενίσχυση του κατοχικού κράτους του Ισραήλ, για την προώθηση ιμπεριαλιστικών σχεδιασμών των ΕΕ-ΗΠΑ-ΝΑΤΟ στη Μ. Ανατολή.Το ΚΚΕ απαιτεί τον άμεσο τερματισμό της σφαγής Παλαιστινίων από το Ισραήλ. Στον αγώνα για το τέλος της ισραηλινής κατοχής, μια ελεύθερη πατρίδα, ανεξάρτητο Παλαιστινιακό κράτος στα σύνορα του 1967 με πρωτεύουσα την Ανατολική Ιερουσαλήμ, επιστροφή προσφύγων στις εστίες τους, απελευθέρωση πολιτικών κρατουμένων.
European single access point (ESAP): access to information in relation to financial services, capital markets and sustainability (A9-0026/2023 - Pedro Silva Pereira)
Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψήφισε την έκθεση για το «Ευρωπαϊκό Ενιαίο Σημείο Πρόσβασης», ένα ακόμα αντιλαϊκό εργαλείο προς επίτευξη στόχων της Ένωσης Κεφαλαιαγορών. Στόχο έχει να προωθήσει την ενιαία καπιταλιστική αγορά χρηματοπιστωτικών υπηρεσιών και κεφαλαιαγορών, αποτελεσματικότερη κατανομή κεφαλαίων εν μέσω εντεινόμενων ανταγωνισμών.Ουσία του μηχανισμού είναι η ανάπτυξη ενός κόμβου διαμοιρασμού δεδομένων σχετικών με οικονομικά δεδομένα των επιχειρήσεων, που θα συλλέγονται και θα δημοσιεύονται σε ηλεκτρονική μορφή. Αποσκοπεί στη διευκόλυνση της πρόσβασης ΜμΕ και άλλων επιχειρήσεων σε κεφάλαια, ώστε να αυξηθούν οι επενδύσεις ευρωπαϊκών ομίλων έναντι ανταγωνιστών, ΗΠΑ-Κίνας. Η πρόταση κανονισμού διευκολύνει την παραβίαση προσωπικών δεδομένων στην πλατφόρμα, ακόμα κι αν έχουν χρηματοοικονομικό χαρακτήρα.Αποτελεί ένα αντιλαϊκό εργαλείο, μακριά από τις πραγματικές ανάγκες μικρών αυτοαπασχολούμενων να επιβιώσουν, γιατί εξασφαλίζει σε κεφάλαιο και αστικά κράτη σε πρώτο χρόνο πλήρη εικόνα συνολικά της καπιταλιστικής αγοράς, ώστε χρηματοπιστωτικά ιδρύματα και μονοπωλιακοί όμιλοι να σχεδιάζουν καλύτερα και με μεγαλύτερη ασφάλεια το πώς θα αυξήσουν την κερδοφορία τους, εξυπηρετώντας τις «πράσινες και ψηφιακές» κατευθύνσεις. Στον αντίποδα με τα επαίσχυντα φορολογικά νομοσχέδια που προωθούνται από τις αστικές κυβερνήσεις, όπως και της Ελλάδας, οι μικροεπαγγελματίες κι οι αυταπασχολούμενοι, ακόμα και με την «πρόσβαση στην πληροφόρηση», είναι αδύνατο να ανταγωνιστούν τις μεγάλες επιχειρήσεις, αναγκαστικά ωθούνται σε συγχωνεύσεις, πτωχεύσεις, χρέη.
Type-approval of motor vehicles and engines with respect to their emissions and battery durability (Euro 7) (A9-0298/2023 - Alexandr Vondra)
Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψηφίζει την πρόταση κανονισμού για το Euro 7. H πρόταση επικαιροποιεί και θωρακίζει περαιτέρω τον προηγούμενο αντιλαϊκό κανονισμό ενσωματώνοντας στόχους της πράσινης και ψηφιακής μετάβασης στον τομέα της αυτοκινητοβιομηχανίας. Τα δήθεν περιβαλλοντικά πρότυπα που θεσπίζουν, έχουν στόχο να διασφαλίσουν την ενιαία καπιταλιστική αγορά της ΕΕ και να ενισχύσουν την κερδοφορία των ευρωπαϊκών αυτοκινητοβιομηχανιών απέναντι σε ανταγωνιστικούς ομίλους των ΗΠΑ, Κίνας και Ιαπωνίας. Ταυτόχρονα εξασφαλίζεται μεγαλύτερη ευελιξία, χαλάρωση των κανόνων και κίνητρα για νέες επενδύσεις και έρευνα.Όλες αυτές οι ρυθμίσεις έχουν ήδη καταστήσει και θα συνεχίζουν να καθιστούν τα καινούρια αυτοκίνητα, ηλεκτροκίνητα και μη, απλησίαστο είδος πολυτελείας για τα λαϊκά νοικοκυριά και, σε περίπτωση που μπορέσουν να αγοράσουν ένα αμάξι, θα χρεωθούν για χρόνια στις τράπεζες ή θα εξωθηθούν στη λεγόμενη «share economy» όπου θα ακριβοπληρώνουν «με το κομμάτι» τη χρήση τους. Είναι μάλιστα ενδεικτικό ότι οι «πράσινες» αυτές προδιαγραφές, σύμφωνα με την έκθεση, προεξοφλούν ότι θα αυξήσουν το κόστος τουλάχιστον 2000 ευρώ ανά αυτοκίνητο με κινητήρα εσωτερικής καύσης.
System of own resources of the European Union (A9-0295/2023 - José Manuel Fernandes, Valérie Hayer)
Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψηφίζει την έκθεση για το σύστημα ιδίων πόρων. Έχουμε επισημάνει εξαρχής κι επανειλημμένα τον αντιλαϊκό χαρακτήρα του. Με τη συγκεκριμένη έκθεση εγκρίθηκε η πρόταση της Επιτροπής που φορτώνει πολλαπλά χαράτσια στους λαούς, για την αποπληρωμή μεταξύ άλλων του δανείου των 750 δισ. της ΕΕ για τον «Μηχανισμό Ανάκαμψης». Η διοργανική συμφωνία του 2020 προέβλεψε νέους ίδιους πόρους, ενώ η πρόταση της Επιτροπή για δημιουργία ενός «Κοινωνικού Ταμείου για το κλίμα» στοχεύει στη χρηματοδότηση των προσαρμογών τμημάτων του κεφαλαίου στην «πράσινη μετάβαση».Οι τροπολογίες της ECOΝ κινούνται στην ίδια αντιλαϊκή κατεύθυνση. Ζητάνε «μελλοντικές μεταρρυθμίσεις» για «έναν πιο γνήσιο ίδιο πόρο με βάση τη φορολογία», προαναγγέλλοντας επί της ουσίας μεγαλύτερη φορολεηλασία των λαών και μειώσεις φόρων για τους μεγάλους επιχειρηματικούς ομίλους. Οι αντιθέσεις που εκφράζονται έντονα από εκπροσώπους των κρατών μελών της ΕΕ σχετικά με την κατανομή των πιστώσεων και των ίδιων πόρων δεν αφορούν την προστασία τις κοινωνικές ανάγκες των λαών των χωρών, αλλά με παζάρια για το ποια αστική τάξη θα βγει ωφελημένη από την κατανομή των κονδύλων και λιγότερο επιβαρυμένη στις καταβολές, ώστε να εξασφαλίζονται περισσότερα κονδύλια για τις καπιταλιστικές επενδύσεις.
Framework of measures for strengthening Europe’s net-zero technology products manufacturing ecosystem (Net Zero Industry Act) (A9-0343/2023 - Christian Ehler)
To πλαίσιο μέτρων «για την ενίσχυση του οικοσυστήματος παραγωγής προϊόντων τεχνολογιών μηδενικών καθαρών εκπομπών της Ευρώπης» ενισχύει την επίθεση του κεφαλαίου στους εργαζόμενους και συνολικά στα λαϊκά στρώματα της Ευρώπης, με αιχμή του δόρατος την εμβάθυνση της στρατηγικής της Πράσινης Συμφωνίας και των σχεδίων δράσης RΕPowerEU και InvestEU. Θέτει τις βάσεις για τη δημιουργία μιας αγοράς δέσμευσης CO2, επεκτείνοντας την υφιστάμενη αγορά εμπορίων δικαιωμάτων εκπομπής αέριων ρύπων προς όφελος της κερδοφορίας των ενεργειακών και «πράσινων ομίλων. Στόχος αποτελεί η ενίσχυση της θέσης τους στην παραγωγή - πώληση τεχνολογιών και προϊόντων μηδενικών καθαρών εκπομπών CO2 στον «ενεργειακό πόλεμο» με τη Ρωσία με φόντο τον πόλεμο στην Ουκρανία. Ο λογαριασμός για το κόστος της εμβάθυνσης της στρατηγικής της πράσινης μετάβασης αποστέλλεται και πάλι στους λαούς της ΕΕ, που θα κληθούν να τον πληρώσουν πολύμορφα με αυξημένους άμεσους και έμμεσους φόρους, ακριβότερη ενέργεια, καύσιμα, ακόμα και προϊόντα ειδών πρώτης ανάγκης. Με βάση τα παραπάνω η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψηφίζει τη συγκεκριμένη πρόταση.
Implementation of the principle of the primacy of EU law (A9-0341/2023 - Yana Toom, Cyrus Engerer)
. – Το ΚΚΕ καταψήφισε την έκθεση, που συνδυάζεται με τις αντίστοιχες σχετικά με τις προτάσεις για αναθεώρηση των ευρωσυνθηκών και τον εκλογικό νόμο των ευρωεκλογών επιδιώκοντας πιο αντιδραστική εμβάθυνση της ιμπεριαλιστικής διακρατικής συμμαχίας, την ενίσχυση αντιλαϊκών χαρακτηριστικών της. Θεωρεί ότι «το δίκαιο της ΕΕ» είναι υπέρτερο και από τα εθνικά αστικά συντάγματα και απαιτεί ενιαία και απαρέγκλιτη εφαρμογή σε όλα τα κράτη-μέλη, χωρίς επιφυλάξεις προερχόμενες από τυχόν αντίθετες διατάξεις αστικών συνταγμάτων. Παράλληλα αναγορεύει το Δικαστήριο της ΕΕ σε υπέρτατο κριτή της εθνικής αστικής νομοθεσίας των κρατών-μελών. Στην κατεύθυνση αυτή προτείνει να κατοχυρωθεί η υπεροχή του δικαίου της ΕΕ στις Συνθήκες, ώστε να διασφαλιστεί ότι δεν θα μπορεί να αμφισβητείται από τα εθνικά δικαστήρια, ενώ απαιτεί από την Επιτροπή να επιβάλλει την εφαρμογή του, κινώντας «διαδικασίες επί παραβάσει» για τα εθνικά συνταγματικά δικαστήρια που αμφισβητούν με αποφάσεις τους αυτήν την «αρχή». Η έκθεση ζητάει την επιβολή με «σιδερένια πυγμή» των απαιτήσεων των ευρωπαϊκών μονοπωλίων που υψώνονται σε νόμους από την ΕΕ, που συνδιαμορφώνονται από τα αστικά κράτη τσακίζοντας τη ζωή και δικαιώματα των εργαζομένων. Οι λαοί έχουν δύναμη να αμφισβητήσουν την αντιλαϊκή ευρωενωσιακή νομοθεσία, αντιλαϊκές αποφάσεις αστικών κρατών, να επιβάλλουν απέναντί τους το δικό τους δίκιο για την ικανοποίηση σύγχρονων αναγκών τους.
Packaging and packaging waste (A9-0319/2023 - Frédérique Ries)
H έκθεση για συσκευασίες και απορρίμματα συσκευασίας επικαιροποιεί το νομοθετικό πλαίσιο με βάση αντιλαϊκούς στόχους της κυκλικής οικονομίας, εξασφαλίζοντας νέο πεδίο επενδύσεων - τις «πράσινες συσκευασίες» για επιχειρήσεις που παράγουν και διακινούν συσκευασίες, που αποτελεί κλάδο ιδιαίτερης κερδοφορίας για τους ευρωπαϊκούς οικονομικούς ομίλους με κύκλο εργασιών πάνω από 350 δις ετησίως. Η δήθεν περιβαλλοντική ανησυχία της ΕΕ αποδεικνύεται κενό γράμμα. Τα κριτήρια ποιότητας, το πεδίο εφαρμογής τους και οι εξαιρέσεις για τις συσκευασίες καθορίζονται με βάση το “κόστος-όφελος” για τους μεγαλοεπιχειρήματίες, με αποτέλεσμα οι νέες αυτές «πράσινες» προδιαγραφές να φορτώνουν επιπλέον κόστος στα λαϊκά νοικοκυριά. Οι ανταγωνισμοί σχετικά τους στόχους, πεδίο εφαρμογής, ημερομηνία έναρξης εφαρμογής κα για το ανακυκλώσιμο περιεχόμενο δεν σχετίζονται με «φιλοπεριβαλλοντικά κριτήρια» αλλά με ισχυρές αντιθέσεις επιχειρηματικών σχεδίων. Εξάλλου τα εργατικά λαϊκά στρώματα θα κληθούν να πληρώσουν και ως καταναλωτές συσκευασμένων προϊόντων, θα επιβαρυνθούν με κόστη επιστρεφόμενων συσκευασιών, αλλά και ως δημότες αφού προβλέπεται αύξηση ανταποδοτικών τελών, που ενσωματώνεται η δαπάνη για χωριστή συλλογή αποβλήτων συσκευασίας από καπιταλιστικές υπηρεσίες-παρόχους υπηρεσιών διαλογής και ανακύκλωσης. Και από αυτή την έκθεση γίνεται αντιληπτό ότι καπιταλιστική ανάπτυξη, προστασία του φυσικού περιβάλλοντος και λαϊκή ευημερία είναι έννοιες ασυμβίβαστες. Με βάση τα παραπάνω η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψήφισε.
Proposals of the European Parliament for the amendment of the Treaties (A9-0337/2023 - Guy Verhofstadt, Sven Simon, Gabriele Bischoff, Daniel Freund, Helmut Scholz)
. – Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψήφισε και καταγγέλλει την απαράδεκτη έκθεση, με συνεισηγητές από όλες σχεδόν τις πολιτικές ομάδες, ως αντιδραστικό, εξαιρετικά επικίνδυνο για τους λαούς σχέδιο. Οι προτάσεις της ξεπερνούν σε αντιδραστικότητα τόσο το απαράδεκτο «Ευρωσύνταγμα», όσο και την ισχύουσα κι αποδεδειγμένα αντιλαϊκή Συνθήκη της Λισαβόνας. Προβλέπουν: 1) Κατάργηση ομοφωνίας στο Συμβούλιο, λήψη αποφάσεων με πλειοψηφία κρατών-μελών που αντιπροσωπεύουν μόλις το 50% του πληθυσμού της ΕΕ. 2) Ενίσχυση επιθετικού στρατιωτικού χαρακτήρα της ΕΕ με «δημιουργία αμυντικής ένωσης». 3) Εξαπάτηση των λαών με προσπάθεια δήθεν «δημοκρατικής νομιμοποίησης» της Επιτροπής 4) Επέκταση των αρμοδιοτήτων της ΕΕ σε τομείς, όπως υγεία, εκπαίδευση, διαχείριση «εξωτερικών συνόρων της ΕΕ», ενίσχυση των κατασταλτικών μηχανισμών της. Το Eυρωκοινοβούλιο επιδιώκει ακόμη μεγαλύτερη εμβάθυνση της ΕΕ, διαιώνιση και θωράκιση του αντιδραστικού χαρακτήρα της ως ένωσης του κεφαλαίου, ενίσχυση της επιθετικότητάς της, ένταση της αντιλαϊκής – αντεργατικής πολιτικής ΕΕ και αστικών κυβερνήσεων. Ελπίδα για το λαό αποτελεί η πάλη για αποδέσμευση από την ΕΕ, η συμπόρευση στους αγώνες με το ΚΚΕ, η ενίσχυσή του παντού, ώστε οι εργαζόμενοι να βάλουν τη σφραγίδα τους στις εξελίξεις, ενάντια στην επίθεση μονοπωλίων-ΕΕ και κυβερνήσεων μέχρι την τελική νίκη, την κατάκτηση της εξουσίας και την οργάνωση της οικονομίας στη βάση των αναγκών τους.
Negotiations on a status agreement on operational activities carried out by Frontex in Mauritania (A9-0358/2023 - Tineke Strik)
Στο πλαίσιο της νέας ακόμα πιο αντιδραστικής στρατηγικής της ΕΕ στο μεταναστευτικό, η λεγόμενη «πρόληψη των αναχωρήσεων προσφύγων και μεταναστών από τρίτες χώρες» μέσα από την καταστολή στα σύνορα, αποτελεί ένα από τους βασικούς της άξονες.Οι συμφωνίες της ΕΕ με Μαυριτανία και Σενεγάλη, δύο χώρες που βρίσκονται στην κρίσιμη για τις στρατηγικές επιδιώξεις της ΕΕ περιοχή του Σαχέλ, προβλέπουν παρουσία της στρατιωτικο-αστυνομικής δύναμης της Frontex, στα σύνορα των χωρών αυτών, για τον στόχο αυτό.Ταυτόχρονα, οι συμφωνίες εντάσσονται στο λεγόμενο «σχέδιο δράσης» της Ευρωπαϊκής Επιτροπής για τη Δυτική Μεσόγειο και τον Ατλαντικό, που προβλέπει επίσης αύξηση των απελάσεων, αλλά και εξασφάλιση φθηνού εργατικού δυναμικού χωρίς συλλογικά δικαιώματα για τους ευρωπαϊκούς μονοπωλιακούς ομίλους μέσω «εταιρικής σχέσης προσέλκυσης ταλέντων».Η έκθεση αντιμετωπίζει λίγο - πολύ την αποστολή της Frontex στην Αφρική ως δήθεν ειρηνευτικό σώμα που θα προασπίζει τα ανθρώπινα δικαιώματα, και όχι σαν έναν ένοπλο κατασταλτικό μηχανισμό που ως αποστολή έχει την πάση θυσία καταστολή των προσφύγων και μεταναστών, με καθεστώς ασυλίας μάλιστα.Η Ευρωκοινοβουλευτική ομάδα του ΚΚΕ καταψήφισε την έκθεση και καταγγέλλει τη συγκεκριμένη συμφωνία που συνιστά μία άκρως επικίνδυνη εξέλιξη για τους ξεριζωμένους πρόσφυγες από την περιοχή του Σαχέλ και ευρύτερα για τους λαούς των συγκεκριμένων χωρών.
Strategic Compass and EU space-based defence capabilities (A9-0334/2023 - Arnaud Danjean)
Στο πλαίσιο των διεθνών ιμπεριαλιστικών ανταγωνισμών, η έκθεση υποστηρίζει την αναβάθμιση της θέσης της ΕΕ στο διάστημα, που αποτελεί μέρος των κρίσιμων υποδομών, που σχετίζονται με την άμυνα και την ανταγωνιστικότητα της –κατά βάση για στρατιωτικούς σκοπούς, αλλά και επιχειρηματικά συμφέροντα.Στόχος της έκθεσης είναι να οργανωθεί η διαστημική βιομηχανία με κατεύθυνση την ενίσχυση της «στρατηγικής αυτονομίας» της ΕΕ Δηλαδή, τη δημιουργία νομοθετικού πλαισίου, αλλά και μηχανισμών που θα ενισχύσουν την αυτοτελή ικανότητα της ΕΕ να αντιμετωπίζει τ ανταγωνιστές της, οι οποίοι προπορεύονται. Με αυτό το στόχο προωθούνται οι επενδύσεις και η χρηματοδότηση στον τομέα του διαστήματος και του κυβερνοχώρου, σε σύνδεση με τη βαθύτερη συνεργασία με τις ΗΠΑ και το ΝΑΤΟ και την προσέλκυση και νέων συμμάχων.Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ καταψηφίζει την έκθεση, καθώς αποτυπώνει τη στρατηγική στόχευση της ΕΕ για περαιτέρω στρατιωτικοποίηση του διαστήματος, την κατοχύρωσή του ως στρατιωτικής και επιχειρηματικής αρένας ανταγωνισμών στην οποία οι ευρωενωσιακοί όμιλοι στοχεύουν να ενισχύσουν τη θέση τους στον γεωπολιτικό ανταγωνισμό με την Κίνα, τη Ρωσία, αλλά και τις ΗΠΑ, κλιμακώνοντας τους κινδύνους για γενίκευση των ιμπεριαλιστικών στρατιωτικών αναμετρήσεων που αιματοκυλούν τους λαούς του κόσμου.
