Takes note of the observation made by the European Court of Auditors (‘the Court’) that the Commission not always considers the alternative options when setting up a new agency, including to carry out the tasks itself, to adjust the mission of an existing agency or intergovernmental cooperation; in this regard calls for the better evaluation of possible options and sufficient assessment over time once an agency is operational;
