Notes that the Foundation still has to take action to respond to the Court’s observations of 2018 as regards the use of mostly non-competitive price elements in award criteria for a public procurement procedure for a temporary-agency services; stresses that the Foundation should respond to the Court’s observation and use award criteria that focus on competitive price elements;
