Calls for specific agricultural programmes to promote, on the one hand, short supply chains, fair prices for producers and stable and acceptable earnings for farmers and, on the other, a fair redistribution of payments between countries, types of production and producers, eliminating current disparities and benefiting Member States with the largest production shortfalls, as well as small and medium-sized producers, and to budget the initial amount of the agricultural reserve.

Points out that in its prerequisites for health, as fundamental conditions and resources, the Ottawa Charter for Health Promotion includes peace, shelter, education, food, income, a stable ecosystem, sustainable resources, social justice and equity, and that improvement in health requires a secure foundation in these basic prerequisites. Stresses that the EU's resources should be used to fulfil these prerequisites so that public health in the Member States can be protected properly.
