(-1) in Article 11, paragraph 2, subparagraph 1 is replaced by the following: "On the basis of identified risks, overall capacities and gaps, the Commission shall define, by means of implementing acts adopted under point (f) of Article 32 (1), the types and the number of key response capacities required for the European Civil Protection Pool (“capacity goals”) , taking into account the existing capacities of humanitarian actors in particular in their areas of expertise, such as emergency health."
