2. Calls for the Commission to fully reflect in its Budget proposals the Union’s commitment to working with the private sector and financial institutions in development cooperation; highlights therefore the possible potential to leverage new resources for development through public- private partnerships, blending and other innovative ways if complying with development effectiveness, human rights principles and equity outcome-oriented results; looks forward to the detailed proposals on the setting up of an investment plan for Africa, which should focus on capacity building and technical assistance, trade and investment opportunities, access to energy and infrastructure requirements; stresses the important role that Parliament must play in supporting and monitoring such an investment plan;

Welcomes the Commission’s proposal to increase support for local private sector development in partner countries and calls for the respective budgetary allocations to be introduced as early as possible in next year’s budget, although not at the expense of support to other development actors, such as civil society organisations; highlights the importance of encouraging a climate where private initiative can flourish in line with the UN guiding principles on business and human rights, through legislative capacity building and a strong rule of law, sound banking systems and regulations, functioning tax systems, increased transparency and accountability;
