Stresses that national legislation (exit from coal, payment schemes for renewable energy, capacity markets) restricts the scope for European solutions that provide the best possible results in terms of cost and supply and cancels out the price advantages obtained through energy saving; calls for increased possibilities for binding coordinthe Commission to be given greater scope and issued with guidelines to help it monitor implementation byin the CommissionMember States more effectively;
