Recommends that the hearings be conducted in such a way as to allow more time for substantive discussions, which would make it possible to learn more about the candidate's views without leaving any questions unanswered; feels, moreover, that the hearings should take greater account of human limitations and should, therefore, provide for the possibility of a break;
