1. Points out that investment creates jobs and that unemployment is obviously one of the main causes of inequality both between the employed and unemployed, but also among workers themselves; notes that it is well known that high levels of unemployment exert downward pressure on wages and working conditions; stresses, however, that low unemployment by itself does not prevent big disparities of income and assets from existing, as certain Member States show;
