(18a) Given the location of the plants concerned and the related technical and logistical matters, it is more appropriate for Spain, as regards the Canary Islands, France, as regards the French Overseas Departments, and Portugal, as regards Madeira and the Azores, to set the emission limit values for medium combustion plants operating in those areas without making them subject to the EU-wide minimum requirements.
