Stresses that while methane emissions are falling in the EU they are rising globally; notes, therefore, that while we need to reduce our methane emissions, we cannot reduce our agricultural production, including livestock farming; stresses that such a reduction would be incompatible with the objective of ensuring European food security, and ineffective since we would continue to import the food we were no longer be able to produce in the EU;

Regrets the lack of a comprehensive EU monitoring framework for methane emissions; calls on the Commission, therefore, to improve the measurement, reporting and verification of methane emissions in the agricultural sector while taking into account the specific nature of enteric methane emissions linked to the valorisation of grass by ruminants and distinguishing short-cycle biogenic carbon from long- cycle carbon from fossil resource extraction in the light of recent research;

Notes that within the wider circular economy, the uptake of carbon removals and increased circularity of carbon should be incentivised; calls on the Commission, in accordance with the EU Climate Law, to explore the development of a regulatory framework for the certification of carbon removals on the basis of robust and transparent carbon accounting that takes into account the differences between the greenhouse gases, and to verify the authenticity of carbon removals and support and reward farmers for their mitigation efforts.;
