É com o fim da guerra, a defesa da Paz, a resolução política dos conflitos internacionais, o desarmamento geral, simultâneo e controlado que estamos comprometidos.É imperativo que os EUA, a NATO e a UE ponham termo à estratégia de instigação e alargamento do conflito, abrindo urgentemente vias de negociação com os demais intervenientes, incluindo a Federação Russa, buscando uma solução política para o conflito, a resposta aos problemas de segurança coletiva na Europa e o cumprimento dos princípios da Carta da ONU e da Ata Final da Conferência de Helsínquia.O Parlamento Europeu insiste em sentido contrário, aprovando mais uma resolução, que teima na instigação e escalada da guerra na Ucrânia, apelando à elevação do conflito a um patamar cujas consequências podem ter proporções catastróficas.A resolução apela ao reforço substancial e à abrangência dos mecanismos sancionatórios e coercivos contra países terceiros, reforça a pulsão militarista no quadro da UE, alinhada e sujeita aos ditames da NATO e dos EUA, e apela à mobilização de substanciais recursos para a guerra que faltam na resposta aos problemas com que os povos se confrontam.A resolução configura mais um inaceitável exercício de apologia do militarismo e da guerra pelos que hipocritamente mantêm silêncio ante o genocídio em curso por Israel contra o povo palestiniano.
Devastating floods in Central-Eastern Europe, loss of lives and EU preparedness to act on such disasters
As inundações e outros fenómenos meteorológicos extremos, como a seca, os incêndios, os tornados, bem como a sua cada vez maior recorrência, são indissociáveis de opções políticas assentes numa desadequada relação do ser humano com o ambiente, que esgota recursos e mercantiliza a natureza.A resolução, abordando a resposta a estes fenómenos, não alude em nenhum momento às causas de fundo que estão na sua origem. Apontando apenas o dedo às alterações climáticas, omite as razões que as potenciam, desde logo as opções de política produtiva. Nem uma palavra sobre as consequências da Política Agrícola Comum, que promove a monocultura, um inadequado uso do solo, acrescendo ainda a concentração produtiva, os baixos preços pagos à produção.Em Portugal, com a brutal redução da superfície agrícola útil, a destruição de centenas de milhares de explorações agrícolas e de postos de trabalho, o abandono e desertificação do território, é preocupante que, sob este pretexto, se procurem ainda introduzir mais condicionalismos e afunilamentos do uso das verbas da coesão.Será na promoção de uma ocupação equilibrada do território e de um desenvolvimento económico e social coeso, assente na valorização da produção nacional e dos pequenos e médio produtores, respondendo às necessidades de soberania alimentar, combatendo dependências externas, em equilíbrio com a natureza, que encontraremos os fatores decisivos para a prevenção destes fenómenos.
Moldova's resilience against Russian interference ahead of presidential elections, EU integration referendum
Esta resolução sobre a situação na Moldávia, constitui um exercício de hipocrisia assente na distorção da realidade, na duplicidade de critérios e inserido na estratégia de confrontação e de guerra dos EUA, da NATO e da UE, e visa, a dias de um importante momento eleitoral, condicioná-lo e à decisão soberana do povo moldavo.A resolução insiste no aprofundamento da política de sanções, que colocam em causa a soberania da Moldávia.Apela a uma ainda maior mobilização de recursos financeiros para o reforço do militarismo e a indústria da guerra, comprometendo a paz, e que, na Moldávia, como em Portugal, fazem falta à resolução dos problemas concretos das populações e do país.Apela à aceleração dos procedimentos no quadro do processo de adesão à UE, onde se integram as ditas “reformas sectoriais”, visando a liberalização e privatizações, alinhando a economia e opções da Moldávia à política neoliberal e interesses das potências e grandes grupos económicos da UE.Sem esquecer a cínica crítica à “interferência russa” na política moldava, “má”, por oposição a uma interferência “boa” da UE, promovendo “a melhoria da comunicação estratégica sobre a UE”, apoiando “a literacia” das populações e “independência dos media”, desde que servindo à política da UE e afunilando no pensamento único que promove.
The democratic backsliding and threats to political pluralism in Georgia
A presente resolução sobre a Geórgia alenta narrativas que sirvam de pretexto para acções em torno das eleições que aí terão lugar. Implicitamente expressa-se a vontade de determinados resultados, como a “transferência de poder pacífica”.A resolução, entre outros inaceitáveis aspectos, apela ao reforço de sanções, que comprometem a soberania do povo georgiano.Procura intrometer-se no ordenamento jurídico da Geórgia, que se deve sujeitar às opções políticas da UE.Incentivando “o Governo da Geórgia a alinhar-se plenamente com a política externa da UE e com a estratégia da UE em relação à Rússia”, procura impor ao país a política de confrontação e de guerra, mesmo que sacrificando a Paz.Todo o texto se constrói numa intolerável abordagem de ameaça e chantagem, afronta e intromissão nas decisões soberanas da Geórgia.Não deixa de ser notável que a resolução omita que o Comissário Olivér Várhelyi recomendou ‘cuidado’ ao Primeiro-Ministro georgiano, recordando-o do atentado ao Primeiro-Ministro eslovaco, alvejado em Maio.Fica ausente o caminho necessário: o estabelecimento de relações de cooperação mutuamente vantajosas, pautado pelo respeito pela soberania e independência, no cumprimento dos princípios da Carta das Nações Unidas e do Direito Internacional, e do direito dos povos a decidir do seu presente e futuro, livre de ingerências externas, promovendo a paz.
Establishing the Ukraine Loan Cooperation Mechanism and providing exceptional macro-financial assistance to Ukraine
Reconhecendo as necessidades decorrentes da destruição causada por uma guerra que dura há já mais de 10 anos não podemos ignorar o facto de esta proposta se inserir não num caminho de paz, mas de prolongamento e continuidade da guerra.Este ‘Mecanismo’ é um expediente para garantir que a Ucrânia cumpre os compromissos que assumiu em anteriores programas de assistência macrofinanceira. Programas que em regra votamos contra (na Ucrânia, como noutros países), tendo em conta a sua natureza neoliberal e de forte condicionalidade, sujeitando os países visados a ‘reformas’ políticas e económicas, com expressão na privatização dos seus sectores estratégicos, políticas de austeridade, ataques a direitos laborais e sociais e redução das funções sociais do Estado.É legítimo, ainda, questionar a decisão unilateral de imobilização de activos estatais de um país terceiro e respectiva utilização das receitas extraordinárias, preconizada na Decisão (PESC) 2024/577 do Conselho e enquadrada no âmbito do acordo do G7, à margem de instituições multilaterais, como o Conselho de Segurança das Nações Unidas.Urge que os EUA, a NATO e a UE ponham fim à estratégia de instigação e alargamento do conflito, em que este regulamento se insere, e a abertura urgentemente vias de negociação com demais intervenientes visando alcançar uma solução política para o conflito.
Situation in Azerbaijan, violation of human rights and international law and relations with Armenia
A presente resolução não deixa de se inserir na instrumentalização das tensões entre o Azerbaijão e a Arménia, em função dos interesses das potências da UE, procurando intervir não no sentido da paz e da efectiva defesa dos interesses dos povos dos dois países, incluindo da defesa e elevação de direitos, mas no sentido da continuação da instigação e da militarização do conflito, não deixando de o inserir no quadro da confrontação com a Federação Russa.O texto elenca inaceitáveis posicionamentos, nomeadamente o reforço e diversificação de sanções contra o Azerbaijão, e de condicionamento e chantagem, como expresso quanto ao Acordo com a UE ou quanto à dependência do gás do Azerbaijão.Posiciona-se ainda pelo incremento do militarismo, apelando ao reforço do apoio militar à Arménia.Repudiando e condenando quaisquer medidas que atentem contra direitos, liberdades e garantias, os direitos sociais, a soberania e a democracia, seja em que país for, reiteramos que a defesa da paz, exige o fim das políticas de ingerência, de confrontação e de escalada da guerra em que esta resolução se insere, o respeito pelos princípios da Carta das Nações Unidas, pelo direito internacional e da Acta Final da Conferência de Helsínquia.
People’s Republic of China’s misinterpretation of the UN resolution 2758 and its continuous military provocations around Taiwan
A resolução aprovada no Parlamento Europeu, procura falsamente atribuir à República Popular da China uma dita “interpretação errónea” da Resolução 2758 das Nações Unidas. Alinhando com a estratégia que os EUA prosseguem, replicada pela UE, de questionar o “princípio de uma só China”. Instrumentalizando a questão de Taiwan, a resolução visa distorcer o conteúdo da Resolução 2758, que decidiu “Restaurar todos os direitos da República Popular da China, reconhecer que o representante do seu governo é o único representante legítimo da China na ONU”.A Resolução 2758 não podia ser mais clara quanto à representação da China na ONU, não de “duas Chinas” ou de “China e Taiwan”.Trata-se de uma resolução que se insere na estratégia de confrontação com a República Popular da China, inclusive através de exercícios militares, promovida pelos EUA com expressão em toda a região Ásia-Pacífico, e acompanhada pelas instituições da União Europeia, tal como o Parlamento Europeu, em sucessivas resoluções.Com o compromisso assumido de defesa e da paz, contra o militarismo, a escalada de confrontação, as agressões e ingerências, pelo respeito pelos princípios da Carta das Nações Unidas, o nosso voto só podia ser contra, tendo a generalidade dos demais deputados portugueses contribuído com o seu voto para aprovar a resolução.

Emphasises that Russia’s war of aggression against Ukraine, the policy of sanctions carried out by the European Union and its economic and societal consequences continue to put a severe strain on the everyday lives of people across Europe and frontline countries; acknowledges that a confluence of political, security, socio- economic, climate and environmental challenges demand a resolute response from the Union, including by exploiting to the fullest possible extent the crisis response capacity of the EU budget; considers it crucial for the Union to be able to act swiftly and adequately in emergency situations caused by major natural disasters, humanitarian emergencies or public health crises in Member States and accession countries and to support third countries suffering from conflicts, refugee crises or natural disasters;

Notes with concern that while inflation has begun to subside compared to previous years’ peaks, its longer term impact on the cost of living, energy and food prices continues to be a burden on households’ purchasing power and companies’ competitiveness and productivity; stresses that, against this background, a combination of policy responses comprising regulatory, fiscal and budgetary measures will have to be deployed to adequately address the broad range of challenges; reminds that the Union budget, in complementarity with the national budgets of the Member States and private finance should play a central role in this regard; recalls that the EU budget is an investment budget in line with Union’s political priorities and programmes which generates a return on investment and growth possibilities; emphasises that the 2024 European Parliament elections have sent a clear messagecalls on the Commission and the Council to create the conditions for Member States to have interest rates that are appropriate to the living conditions of families, the development of their economies and the needs of micro, small and medium-sized enterprises, including the possibility of reversing the policy of high interest rates; reminds that the Union budget, in complementarity with the national budgets of the Member States and private finance should play a central role in this regard; recalls that the EU budget is a compensatory mechanism to address the disequilibriums arising from EU integration, namely the Single Market; emphasises the need for more solidarity between Member States and more investments in policies and programmes which improve people’s lives; highlights that this call must not be answered by ever more budgetary cuts and by a reduction in badly needed resources to help people go through these difficult times;

26 c. In the European Union, the permanent disadvantages of remoteness and insularity are already recognized. The are additional costs arising from the distance from continental markets that burdens imported products, as well as the export of regional products. There are structural and permanent costs of this distance. Thus, it is necessary to mobilize will and means of action so that new support is recognized for the outermost regions as one of European Union priority in the context of cohesion policies. In addition to the current EU programs to deal with remoteness and insularity, on top of the current "POSEI" programmes, the creation of a specific POSEI-Transport program is justified, as additional support to compensate the disadvantages and losses accumulated by the costs of passenger and freight transport.

Considers that the budget of the European Parliament shall not finance the profits of a private company. Highlights that the continuous changes of contractors bring uncertainty for the staff, the children and their parents and increase health and safety risks. Calls for the European Parliament to ensure the proper functioning of the crèche protecting the staff, ensuring decent working conditions and fair remuneration, and the quality of the services and to take the necessary steps, as soon as possible, to allow for the crèche staff to be directly employed by the Parliament;
