Article 2
In accordance with its specific national situation, e1. Each Member State may establish constituencies for elections to the European Parliament orn a territorial basis. 2. States with a population of at least twenty million shall subdivide itstheir electoral area into a different manner, withounumber of regional constituencies. 3. The establishment of constituencies must not generally affecting the proportional nature of the voting system.
