Recognises that the deregulation of financial and labour markets, together with the privatisation of public services and social programmes, due to conditionalities imposed on developing countries by the International Financial Institutions (IFIs), proved ineffective in preventing the crisis, amplifying instead its negative effects; underlines that, contrary to what happened in developed countries, such impositions (deleted) have has sharply reduced the capacity of developing countries to react to the economic slowdown through the adoption of fiscal stimulus measures;
