5 a. Calls for a reinforced budget to face the challenges of the Southern Neighbourhood, including the need to install solid democratic regimes in the relevant countries and undertake economic reforms to boost education and employment across the Southern basin of the Mediterranean, as well as contribute to tackling the root causes of forced migration from and across the region; recalls that the stability of the Southern Neighbourhood is key for the stability of Europe as a whole, given the political and economic interdependency between the two regions;

Believes that the budgets for election observation missions, human rights and civil society organisations should be strengthened in order to effectively advocate democracy, human rights and the needs of the most vulnerable groups where needed, thereby promoting the Union values at global level;

Asks for the full incorporation of all off-budget instruments, including the trust funds, within the EU budget, which should be strengthened accordingly, with the objective of allowing the European Parliament to efficiently implement its right of scrutiny with regard to the implementation of EU foreign policy programmes.
