Acknowledges that the main purpose of the recent Commission proposal for a Union list of safe countries of origin, amending the Asylum Procedures Directive13 is to more efficiently distinguish migrants who are in clear need of international protection and therefore more likely to succeed in their asylum applications from those who are leaving their country for other reasons which do not fall under the right of asylum; observes that if such a Union list would become obligatory for Member States it could, in principle, be an important tool for facilitating the asylum process, including return; __________________ 13 Directive 2013/32/EU of the European Parliament and of the Council of 26 June 2013 on common procedures for granting and withdrawing international protection (OJ L180, 29.6.2013, p. 60).
